New Restaurant 'Offshore,' Concert Venue 'Encore' Open In Howard Co.
HOWARD COUNTY, MD — Offshore opened its doors Wednesday in the Lakefront District, bringing with it a full dinner menu that can be enjoyed in the restaurant, at the bar or on the patio. Its sister business and event center Encore will open Friday with the official M# pre-party and a special acoustic rock show featuring Chad Stewart of Faster Pussycat and Pete Evick of Bret Michaels band.
Both businesses opened under The Collective Columbia umbrella at 10221 Wincopin Circle in Columbia.
Offshore serves dinner from 3 to 10 p.m. Sunday through Thursday with the kitchen closing at 9:30 p.m. – and Friday and Saturday from 3 to 11 p.m. with the kitchen closing at 10:30 p.m. Offshore offers a seasonal menu with a combination of seafood and land-grown entrees made from hand-crafted recipes. Joshua and Joyce Butts, Howard County locals and co-owners of HoCo Brew Hive, will oversee the bar and restaurant operations.

Offshore can seat more than 160 guests plus an additional 50 on the outdoor patio. In June, the management team will consider adding lunch service on the weekends in June and weekdays by July.
Some of the menu items include peel and eat shrimp with Old Bay seasoning, butter and lemon; oysters; crab claw lollipops; tomato bruschetta; ceviche; steamed little neck clams; PEI mussels; Carolina bacon jam wings; lamb lollipop; Chesapeake arancini; cioppino bucatini; crab cake entrée; short ribs; grilled filet mignon; pan seared scallops; vegan “shrimp” and grits; duck breast; and wasabi pea and sesame crusted tuna.

Encore offer an intimate concert experience for a ticketed audience of an estimated 150 seats featuring a small bites menu and full bar menu. The venue will host weekly live performances with an initial emphasis on regional acts and tribute bands.
On nights when live performances are not scheduled, Encore will host traditional operations with a musical twist as well as supplemental programming to include trivia, comedy and sporting event watch parties. The space also will be available to rent for private events, meetings and more. Encore will be managed and programmed by longtime Howard County residents Staci Samaras and Randy Smith, who have ties to the local music community.
“Offshore and Encore have separate entrances but can be accessed inside through a back hallway,” Staci Samaras told Patch. “We will look to add other entertainment at Encore including specialty nights for trivia and open mic night as we move through summer.”
