Contractor's License Suspended By Frankfort After Customer Complaints

FRANKFORT, IL — A Frankfort-area contractor who customers say has performed shoddy work, didn’t finish jobs, or took their money, can no longer work in the village.

Contractor Aaron McMann, who has operated under the name Chi-Line Construction, is no longer allowed to operate in Frankfort after the Village suspended his business license, and has several complaints filed against him with the Illinois Attorney General.

However, some former customers say he continues to find ways to do projects in the area. They hope that by going to the media, they can bring awareness to his scam and make it so others don’t use him or his company.

Frankfort residents Amy and Steve O’Donnell were two of McMann’s customers, and Amy told Patch that McMann stole close to $43,000 from the couple.

“We were finishing our basement,” Amy told Patch, adding that they received a quote from McMann in December 2022, and signed a contract in February 2023.

One of the reasons the couple decided to use McMann was that he could provide financing. Amy said that they were pre-approved for $85,000 for the project.

“Everything up front looked fine,” Amy said.

Amy said that McMann told them that when the finance company called them, they should tell the company they were satisfied with the work. This allowed the money to be released to McMann, who Amy said told the couple he would give them back a cashier’s check for 50 percent of the total loan, and they could pay him back in installments as work was completed.

“I was a little bit uneasy with it,” Amy said. The problems began shortly after.

McMann would take days or even weeks to respond, and when he did, he would promise things to the couple that would never happen, Amy said.

“He would ‘comp’ us for the problems we’ve already had,” Amy said. “He would try to appease us, and would say he’d give us some stuff for free.”

Framers showed up to frame out the O’Donnells’ basement, but the job was done wrong, the couple says. The couple said subcontractors told them they hadn’t been paid by McMann, so they couldn’t do the work on the basement. Cabinets couldn’t be released, the O’Donnells also said, because McMann owed money to the business that sold them.

The project was supposed to be finished in May, and by September, when the project was still not finished, the couple began reaching out to the Village and filed a complaint with the Illinois Attorney General.

“If we don’t do anything, he’s going to keep doing this to people,” she told Patch.

Frankfort Village Attorney Rob Piscia confirmed to Patch that McMann’s business license in Frankfort is “suspended until he addresses the complaints made against him.”

The Will County Sheriff’s Office told Patch that the complaints it has received about McMann have been transferred to the Attorney General’s Office as of July 5.

“We have closed our investigations on these cases,” the sheriff’s office said, and added that any information would be from the Attorney General’s Civil Division.

Patch has reached out to the Illinois Attorney General, and has yet to receive a response.

In Will County, there is currently one open case against McMann and Chi-Line Construction, according to the Will County Circuit Court website. The plaintiff is L&W Supply Corporation, which is a building materials supplier.

The case was opened in May, and is for arbitration of $10,000 to $15,000. The case will have a status hearing on Aug. 16.

Another case is in judgement, between McMann and Chi-Line Construction, and Schilling Brothers Lumber. That case was filed in August of 2023 and judgement was entered in January, according to the court documents.

The judgement was entered “jointly and severally” against both McMann and Chi-Line in the amount of $168,719.93. That case is set to meet on Tuesday for a citation return and motions.
